据中国证券报11月3日报道，相关人士表示，新一轮稳外贸措施旨在适应新常态下外贸的发展，提高外贸质量。目前相关部门已完成扩大跨境电子商务试验区试点范围的实施方案，争取尽快发布实施。此外，为推进外贸综合服务企业发展，相关部门将争取年底前启动外贸综合服务企业试点。为了扩大市场采购贸易方式，相关部门已制定扩大市场采购贸易方式试点的方案，争取尽快扩大试点范围。
海关总署新闻发言人黄颂平日前表示，下一阶段，海关总署将加快推进区域通关一体化和“三互大通关”，提高贸易便利化水平。同时，加快海关特殊监管区域的整合优化改革，并进一步清理和规范进出口环节涉及企业的收费，不断优化外贸发展的环境，全力促进外贸稳定增长。
分析人士认为，前期相关部门出台的一系列稳外贸措施以及人民币贬值对出口的刺激效应正在显现。新一轮稳外贸措施将进一步促进外贸结构优化调整，带动出口持续增长，预计四季度出口将企稳并小幅回升。（中国进出口网）
